I measured my waist while wearing summer shorts. My kilt fits perfectly.
As men get older they lose their waists. If you measure where you wear your pants, your kilt will not fit properly and will fall down around your ankles when you move. That will normally bring the party to an end.
To get the proper kilt length have someone who has stopped giggling measure with a yard stick from your waist to your knee while you are kneeling. Your helper can see better than you where your real waist is.
Don't cheat on these measurements.

Great build quality, the pockets are well-sized and -placed, and the fabric is superb. This is the best day-to-day kilt I own.
